I’m running for Council because I care about how View Royal handles the everyday problems people notice: traffic, growth, public spaces and Town services.
I like getting into the details, asking useful questions and finding a practical next step. That is the approach I would bring to Council.
2026 View Royal election General voting day is Saturday, October 17. Advance voting will be held October 7 and October 13.

Why I’m running
I’m running because I care about how this town works.
I was born and raised in Victoria, and I’ve lived in View Royal for nearly a decade. I see the same traffic, changing neighbourhoods and public spaces as everyone else, and I want to be useful in working through what comes next.
I’m naturally curious about why something is not working and what would make it better. On Council, I would ask direct questions, listen to the people closest to the issue and help find a next step that can actually happen.
About Owen
I like figuring out how things work and how they could work better.
I tend to notice the small things that make a process confusing or harder than it needs to be. Then I want to understand why.
My work often sits between policy, technology and day-to-day operations. I ask questions, make sense of the details and help people find a workable way forward.

These are the parts of Council’s work where I would put most of my attention. The details should come from residents, good information and an honest view of what the Town can do.
01
Transportation that works as one system
View Royal sits at the crossroads between the West Shore and the rest of Greater Victoria. Transportation through our community needs to work as one connected system, whether you’re driving, taking transit, walking or cycling. I want to focus on practical improvements, from safer crossings and better-connected trails to smarter signal coordination and regional congestion management, while working with the governments and agencies responsible for each part of the network.
02
A practical plan for parks, trails and natural areas
The Town is updating its parks and trails plan for the first time since 2017. I want it to show what needs fixing, where connections are missing, how our parks will be maintained and what it will cost. Protecting trees, creeks and shorelines should also be part of how we manage stormwater, extreme heat and erosion.
03
Growth supported by infrastructure
New housing needs to be supported by the roads, transit, drainage and public services needed alongside it. Growth should be thoughtfully planned so infrastructure keeps pace and both new and existing residents benefit.
04
A Town that listens and responds
Residents should have a meaningful opportunity to shape decisions before they are made. They should also be able to get clear answers, follow what is happening and understand why Council made a particular choice.
05
Reliable services at a sustainable cost
Residents expect dependable services, safe neighbourhoods and infrastructure that is properly maintained. Council needs to protect those essentials while being honest about the ongoing cost of new projects and long-term commitments.
Where I’m starting
Residents should help shape the details.
I have a starting point on growth, infrastructure, public spaces, emergency readiness and how the Town should work. I also want to hear what looks different from one neighbourhood to another.

Working beyond View Royal
All roads lead through View Royal.
Traffic, growth, public safety and emergency planning do not stop at the town boundary. View Royal needs good working relationships with the Province, neighbouring municipalities, First Nations and regional agencies.
How I would work
Good ideas need a way to become real.
I would start by understanding the problem and hearing from the people who know it best. Then I would check the assumptions, explain the choices plainly and help work out what should happen next.
01
Define the problem first
Ask what is actually happening, who is affected and who has the information needed to understand it.
02
Work with the people involved
Bring in the governments, agencies, staff and residents who share responsibility for the issue.
03
Use technology carefully
Use data and digital tools when they make something easier or clearer. Keep people responsible for decisions and protect residents’ privacy.
04
Explain decisions plainly
Tell residents what Council is deciding, what it costs, how I voted and why.
05
Understand the cost first
Before committing, ask what something will cost now and over time, who will do the work and what happens when a grant runs out.
How I would begin
Listen, learn and get to work.
I would start by learning what is already underway, meeting the people doing the work and telling residents what I am finding.
1Listen to people across View Royal and learn how the issues change from one neighbourhood to another.
2Read the Town’s current plans, budget and active project files before deciding what needs to change.
3Get to know the Town staff and the people in nearby governments, First Nations, regional agencies and the Province who share responsibility for the work.
4Write plain-language updates about important Council decisions, including how I voted and why.
Ideas I’m exploring
Specific ideas belong in an open conversation.
I’m developing proposals connected to these priorities. They are starting points for discussion, with room for evidence, public input and better alternatives.
